The top four congressional leaders will meet with President Donald Trump at the White House on Monday, a day before federal funding would expire if the two parties can’t agree on a shortterm spending bill. Global money managers are venturing back into China after years of aversion, piqued by a world-beating stock rally and the country’s advances in high-tech industries. Donald Trump faces fresh hurdles in his push to secure major investment pledges from Asian allies, after South Korea said Washington’s terms were unrealistic and a contender to lead Japan’s ruling party hinted at the possibility of reviewing the agreement. Chinese provinces have in recent weeks blown past an annual cap on borrowing meant to restructure their hidden debt, raising about 400 billion yuan ($56 billion) more than planned for the entire year in an overshoot that will leave less money for investment. The US drive to get hundreds of billions of dollars in investment pledges through trade deals is facing fresh caution from its allies as South Korea holds off on signing a deal under Washington’s terms while a top contender to lead Japan’s ruling party hints at the possibility of reviewing the agreement. Oil declined at the start of the week as expectations that 0PEC+ will hike production again in November exacerbated concerns about a glut.
